Twenty years ago, the Indian state of Gujarat was gripped by communal violence that left more than 1,000 people, mostly Muslims, dead. The violence erupted after a train carrying Hindu pilgrims caught fire, killing 59. Although the chief minister of Gujarat at the time, Narendra Modi, denied any wrongdoing, scholars have long suggested otherwise, and a senior police official in Gujarat alleged in sworn testimony to India’s Supreme Court that Modi deliberately allowed the anti-Muslim riots to occur.
